Ajax Tabcontrol inside Update panel can't find CSS

I use Ajax Tabcontrol inside Updatepanel
and each tabcontrol contain Usercontrol
each Usercontrol reference CSS file

when first run It fine.
but when I update data.
Page display is crash.
